Bill Coy has over 25 years of military experience in command and staff positions (1966-1992) engaged in U.S. Military and Disaster Relief Operations. Coy commanded various infantry paratrooper and Special Operations units in combat-training and readiness scenarios on several continents.

He served as Military Coordinator for Bilateral Counter-Terrorism Training in many Western Europe countries, Africa and Latin America; a Certified Military Strategist & Advisor to US Cabinet Members, including Secretaries of Defense & State; SECArmy, The Joint Chiefs of Staff, Chief of Staff US Army and also Directors of DIA & CIA; Staff Advisor to several US Ambassadors during Treaty Negotiations and for large Military Sales Agreements; Certified International Military Trainer in a variety of combat skills and readiness training; and strategic energy & defense planning.

As an international energy executive (in 1992-2000), Coy developed and/or constructed numerous power-generating plants across the globe, totaling nearly 600 MW. As a Construction Quality Control Manager, he has supervised quality control to fulfill various high-security government building contracts in the U.S. National Capital Area. Bill Coy academic credentials include: Education AA, Biology, Canal Zone College; BS, Civil Engineering, US Military Academy; BS, Aircraft Maintenance Engineering, Northrop Institute of Technology; MA, Economics, University of Texas (Austin); 30 Graduate hours for MS , Latin American History & Development, George C. Marshall Institute for International Studies; and Post-Graduate Studies, National Security Affairs, National Defense University. Coy is fluent in Spanish, Portuguese and English.
